NMC was formed as four utilities in Iowa, Minnesota and Wisconsin merged to increase the reliability of regional nuclear power which is always a volatile public issue. Padilla Speer Beardsley executed research-based message development and communications planning to help NMC secure regulatory approval and operating authority. The plan included active dialogue about the benefits of forming the new company with all employees, local and regional media and specific legislative and regulatory leaders. The resulting public discussions saw little negative reaction from key publics, and in May 2000 the Nuclear Regulatory Commission granted formal approval. PSB continues to work with NMC on public issues.
